Brooke Locklear Clark CO GRAND MARSHALL
District Court Judge Brooke Locklear Clark is a graduate of the University of North
Carolina at Chapel Hill where she earned a Bachelor of Arts in 2001 and a Juris
Doctor in 2004. Judge Clark practiced law in Robeson County for 14 years, and was
a partner with Locklear & Clark, LLP. She focused her practice in the areas of
criminal, traffic, domestic, civil and juvenile law and also served as attorney for the
Robeson County Department of Social Services, representing the Agency in child
welfare and adult protective services matters. On August 1, 2018, Judge Clark was
sworn in as a District Court Judge for Judicial District 16B and became the first
American Indian female Judge in the state of North Carolina. As a member of the
Robeson County Bar, Judge Clark is on the Law Day Committee, regularly speaks to
students in schools throughout the county about the legal profession and serves as
a member of the Bar Candidate Review Committee and the Juvenile Committee.
Judge Clark lives in Pembroke with her husband, Adam, and their two children,
Camryn and Dean. She is the daughter of retired Judge Gary and Molly Locklear.
She attends Berea Baptist Church and is a Bible Drill leader. She is also a member
of the Friends of the Robeson County Public Library and serves on the
Superintendent’s Advisory Committee.
