Bobby Dean Locklear
Bobby Dean Locklear has been a noteworthy leader in the affairs of the Lumbee people. He has
served on the Board of Directors for Lumbee Regional Development Association for 34 years and has
been committed to providing services that assist disadvantaged Indian people in Robeson, Hoke, and
Scotland Counties. Mr. Locklear has also been instrumental in Robeson County government. He
served as a member for 16 years on the Robeson County Board of Commissioners, as well as
Commissioner Chairman for four years.He has served on the Robeson County Board of Health,
Robeson County Board of Social Services, the Lumber River Council of Governments, and a member
of the Pembroke Jaycees.
In addition to his active roles in the community, Mr. Locklear has been a proud advocate for local
public education. He earned his bachelor’s from Pembroke State University, now the University of
North Carolina at Pembroke and a Masters in Guidance and Counseling from Western Carolina
University.
Mr. Locklear spent most of his thirty-four-year tenure in the Robeson County school system as a
guidance counselor, where he advised on state advisory councils for education, Indian education, and
vocational education. He was awarded the Order of the Long Leaf Pine in 2016 for his exemplary
service and commitment to the state.
At the ripe age of 85, he still lives with his wife Theresa Revels Locklear of 59 years. He has four
children, eight grandchildren, and nine great grandchildren.He is a member of Pembroke First Baptist
Church. His favorite hobbies include attending auctions and gathering together with his family to eat
a good meal that he calls “a party.”
